Add OncoKB #36

This work already exists in one of my jupyter notebooks somewhere, just need to copy the code over

Could be helpful for a metakb issue that @korikuzma is working on (although I think we've already implemented oncokb fetching for metakb before)

Just checked my notebooks and I hadn't actually implemented a functional version of this, although I had a few others.
