Set up w3id for gensc mixs #8

I just forked their repo into this org, which is part of the process.

See this example (https://github.com/GenomicsStandardsConsortium/w3id.org/blob/master/example/.htaccess) for setting up an ontology. Much of it will apply to mixs terms and checklists.

Create PR at https://github.com/perma-id/w3id.org/pull/2130. Will probably need to be more sophisticated going forward, but for now, this should redirect to the GSC home page and redirect to the MIxS directory once it is live.
