Create "support" package modules #234

CC @jzrapp (perhaps link to the Cryo spreadsheet you've developed?)

For parameter groups that are repeated across multiple environmental packages (e.g. sample logistics)

These support packages (or parts of them) would be sourced by the environmental packages that need them, perhaps driven by an import file that would pull in either single parameters or the whole package.

On call, we agreed this is a good idea. Modularization.

Some of these should be core terms that are optional.

Work INSDC to make sure they can assemble their checklists from modules.

This issue is no longer so relevant, now that we have checklists and extensions as modules in MIxS 6.2 and all terms are in a single list (so it is easier to create modules). INSDC should be able to create any modules they need from the newest release.
