Begin voting on issues #639

I'm not in a position to say whether one person gets one vote, but we have a lot of issues and they can't all be done at once.

It would really be helpful for people to vote on issues, indicating how they should be prioritized

a grey-ed out smiley appears in the lower left of any comment on any issue or PR

click on the smiley, preferably in the first comment in an issue, and select thumbs up or thumbs down
