proposal: top level `mixs_templates/` directory #731

mixs_templates/ would contain XLSX files that consist solely of a header row, consisting of term names.

We should provide prominent documentation about hwo to use these files. For example, most enumerated columns will provide a pull-down menu, but no other validation is provided in-sheet

We need to use language that minimizes the potential confusion with the tabular representation of the MIxS standard itself, via schemasheets. Therefore, these files should not be referred to by their format (Excel, XLSX, TSV, etc) but rather by their content/intention.

within the top level directory there should be one subdirectory containing only free-standing extension templates (without checklists) plus one subdirectory for each checklist, in a form like "Mims_plus_combinations"

This issue was discussed and agreed upon at the TWG call on 12/19. I (@ramonawalls) will create the documentation.

@sujaypatil96, I think you are already working on the templates. Can you link the branch and this issue?
