Ideas

The Pompeji player embodies a mayor/high ranking politician in Pompeji.
They make decision that impact the city in major ways ---> Which buildings are erected, which projects are financed, politics, etc.
Resource management (gold, popularity, population, faith, etc.)

Goal:

Prepare the city for the coming eruption. Evacuation?

Ties to the other player:

All actions generate faith, which is the resource used by the Vesuv player to use godly interventions to slow down the volcano.
Building new temples unlock new deities/skills for the Vesuv player to increase their impact.
