Unfortunately, I don't think so.
When I used to use gnirehtet (my Galaxy S3's wifi chip broke), I used a root tool to "force" a wlan state. Maybe this helps you :/

While I don't know the exact tool name from back then, I found this one which seems to work: https://play.google.com/store/apps/details?id=eu.chylek.adam.fakewifi
One review explicitly says that they used it together with gnirehtet in order to download an update through the "fake wifi".
I observed this behavior with KdeConnect, which don’t want to (can’t ?) work unless it’s connected to local network via WiFi.
EDIT: Uuuuh maybe it is a totally different problem… Sorry.
If anyone is experiencing this "issue", you can try turnig the mobile data instead of using external tools. It worked for me and didn't consumed any credits or data.
I have a number of apps that won't send data unless there is a Wifi or Mobile Data connection present. Can the Android part of gnirehtet fake that there is a Wifi connection active or something?
