Create a new header view that's shown during the Fair Launch Auction

Description For the full duration of the Fair Launch Auction, the header should show the current required auction bid & context related to early land claims rather than the "Public Goods Funding Raised" header which will be shown when the auction ends.

Requirements

• Show the live updating required auction bid
• Add a subtitle below the auction price that reads "Now Minting: {Conditional Text}"
  • Use a "pulsing" text styling
  • Conditional Text
  • "Genesis Parcel" - First parcel is the next minted
  • "Founder Parcels" - During the second to 11th parcel mint
  • "Explorer Parcels" - 12th parcel until the auction is over
• Add tooltip text depending on the conditional text
  • "The first parcel claimed on the Geo Web will forever be known as the Genesis Parcel. Who will claim it? Where will it be? How much funding will it raise for public goods? The minting address will receive a 1/1 NFT commemorating their important role in Geo Web history and commitment to public goods."
