Add a parcel list view modal

Description The map will continue to be the primary interface for viewing/claiming parcels. But in the early stages of adoption, it can be hard to find parcels worldwide. A list view will provide a useful way for users to explore the Geo Web.

Requirements

• Add a "Parcel List" icon to the left of the map search bar (see mockup)
  • "List" icon from https://fonts.google.com/icons?icon.query=list
• The button should open a Parcel List modal (see wireframe)
  • This modal can leverage the style and approach used for the Portfolio section of the User Dashboard including navigation to the parcel
• The parcel list should be populated according to the selected preset query button
  • Highest Value - The most expensive parcels on the Geo Web
  • Recent Claims - The newest parcel claims
  • Random - Random/pseudo-random parcel list
  • Needs Transfer - Parcels w/ Status = Needs Transfer
  • In Foreclosure - Parcels w/ Status = In Foreclosure
  • Outstanding Bids - Parcels with a bid in their response window
  • Depending on performance, we can limit the number of parcels shown per query to 10 (or 25 if feasible)
• If the user clicks the query that they are currently on, refresh the query results (including a new set of random parcels)
