Implement a simple Cadastre land claim referral tool

Description We've long envisioned Geo Web network fees being used to reward developers of Cadatres (i.e. land market tools + publishing). Rewards/commissions can be allocated in a credibly neutral way for each land claim made through the respective interface.

We're not ready to go on-chain with a program (or to make that governance decision in isolation), but we can start testing the mechanism with a simple "web2" setup that uses grant funds awarded to the Geo Web for marketing use.

Business Requirements

• Implement a simple referral link program for land claims made through https://geoweb.land/{uniquereferralID}
  • Obtaining your own referral link will be permissioned
• Implement an off-chain method to track all successful land claim (and transfer) transactions made through each referrer's URL
  • Payments to referrers will be made manually on a regular schedule
