Description
There's a delay between a transaction being processed on-chain and the Cadastre fully updating to the parcel's new state. During this transition period, we don't want to show "partial updates" that may confuse the user. We addressed a couple of these scenarios in https://github.com/Geo-Web-Project/cadastre/issues/421, but there are two more:
When a user submits a land claim, bid, etc. their ETHx balance will decrease. Their balance will update before the Cadastre completes its full parcel state transition. This leads to the "Insufficient ETHx" warning temporarily being shown if the new ETHx balance is less than what the "pending" transaction required. Don't show this message while during an actively processing claim.
When a land claim is being completed the parcel shape will update to red ("unavailable") before the full transition is completed. We shouldn't change the claim shape color until changing it to turquoise when the full process is completed.
