Update the Mobile Cadastre for Image Target Anchoring

Overview We want to support image anchoring for the next publishing format for Geo Web parcels. We'll add others soon, so we should transform the current Media Gallery modal to a more general-purpose one. This ticket will only be for the mobile version of the Cadastre (the desktop version will require additional functionality for image capture).

Requirements

• Change the "Edit Media Gallery" button name to Geospatial Publisher (1st mockup)
• Add a dropdown to the header of the modal that includes "Media Gallery" and "Image Anchors" selections
• Add an Image Anchors view
  • See mockup # 3
  • The Image Capture button should open the new WebXR session used to measure & capture a target
  • Display the anchor names & coaching texts a scrollable list.
  • Default to "Anchor #" and "No coaching text." if none is entered.
  • After the image target has been captured, show the secondary Anchor Details screen (see mock # 4)
  • If any un-submitted changes have been made, Save triggers an on-chain transaction that when complete returns the user to the Parcel Details view
• Anchor Details
  • The Edit icon on the anchor preview image should open the WebXR session for image target (re)capture
  • After a model has been uploaded, enable the AR Preview button. It should open a new WebXR session simulating a browser-like view of the anchor+media.
  • We'll experiment with methods for placing the object offset from the target (HIT Test vs Drag/Pinch)
  • Clicking on model from the list, should populate the AR Media section for edititing.
  • If any un-submitted changes have been made, Save triggers an on-chain transaction that when complete returns the user to the Image Anchors view

Closing this issue as we prioritize https://github.com/Geo-Web-Project/cadastre/issues/462. We'll address Image Anchor after implementing that & testing capabilities/precision of image anchoring on iOS.
