feat(governance): change wrap amount to 2 months of flow rate from 3 #480

Description

Changes the default suggested wrap amount to 2 months instead of 3.
Changes the suggested ETH amount to 0.01 instead of 0.02.
Fixes a bug that allowed skipping the wrapping step without having enough super token to allocate.
