Improve experience from Seagull links to private samples #28

We should improve the experience of Seagull linking to private sample pages (not on the website, yet) if possible. This could just be adding a couple sentences to the "Page not found (404)" text explaining that only a limited-set of parameters has been shared with Seagull for some samples and that they will eventually be made available in GLAMR. Ideally this would only display for 404 errors on sample pages (https://greatlakesomics.org/sample/{SampleID}).

I like this solution--cleaner solution than what I had proposed, thanks @robert102! Definitely a much better experience than the generic page not found error.
