potential trade-offs with the Globus+hardlinks solution:
direct downloads may be slower and won't be compressed
file ownership+permission bits must let collection owner on Greatlakes read those files
direct links are tied to the collection (and therefor collection owner) so not super permanent (we can implement our own redirecting to overcome this, if needed)
other considerations:
we can freely choose public filenames independent from internal filenames
