add differential lisa for day-to-day change of cases #13

we can add this to the list of potential indicators for meeting with health group next week. challenge will be: is this easily understood/interpretable/useful for a non-spatial-data-science audience?

One interpretation is: is there any spatial clusters of daily new cases.
