Inspect and merge historic data #49

The historic datasets in OEPS-historical-data branch ultimately need to be merged into the main branch. Some updates to the datasets may need to be made, so that may as well take place before the merge is performed.

@bucketteOfIvy I believe we can close this ticket now that I've merged those two pull requests of yours into main. Would you mind pulling the main branch locally and looking things over to make sure everything worked properly? Especially check the Health03_T, Access07_T, and Access07_Z CSVs, because those three had merge conflicts that I had to resolve.
