Archive v1.1 datasets and promote v2.0 datasets ahead of v2.0 release #66

All v1.1 datasets were moved into a data_final/v1.1 folder, while the consolidated v2.0 tables and dictionaries were moved into data_final/v2.0/tables and data_final/v2.0/dictionaries, respectively. The data_final/geometryFiles and data_final/metadata folders were left unmoved.

Went ahead and snuck in a tract -> zip crosswalk file that I apparently missed in prior pulls.
