data_final rearrangement, close #65

Removed all 1.0-1.1 CSVs and moved the new consolidated CSVs into data_final alongside the geometryFiles and other existing resources. Also added HEROP_ID to all shapefiles and will include them afterall, #68, as the historical ZCTA shapefile no longer needs to be included.

move historical ZCTA code and add note

We've decided to exclude the historical ZCTA datasets from the 2.0 release. The reasoning for this is stored in a md file alongside the code that was used to consolidate those files. See https://github.com/GeoDaCenter/opioid-policy-scan/pull/72/commits/cab2a48d293c72597bd911728b968cef2d3b82c6

fix source urls to use release tag, close #73

This PR also includes updates to all of the hard-coded links that pointed to the master branch, which was deprecated in favor of main but never removed. In most cases, /master/ was replaced with /v1.0/ to point to a raw file, blob, or tree url. However, in the case of Health Resources, this content was committed to main after the 1.0 tag was made, so the specific commit hash was placed in the url. This work should allow for master branch to be completely removed.
