Docker setup for the geo-gateway Portal #26

Setting up a docker container for

  1. Geo-gateway portal
  2. MongoDB (will use official mongo docker image)

I will probably link these containers at the moment since mongodb is being used through the localhost at the moment. From a future perspective this can be externalized to a separate configurable IP.
