FITS GNSS multipath plots not working #146

In FITS mp1 and mp2 plots for GNSS data no longer work.

This also affects the GNSS tab of our website (https://www.geonet.org.nz/data/gnss/map): if I click on a site and go to Quality/Average then the plots don't come up.

@danieldooley assigning you to this to reassign. The issue still remains. I tried to query all mp1 and mp2 data for TGOH site and found it ended on 2019-01-15. Why this issue should be resolved: GNSS Operators (and the public) need these plots to check data quality at a site quickly.

@elidana I spoke with @danieldooley and it looks like MP1/2 data stopped being uploaded to FITS around when GLORIA came online. What was producing and uploading these data?

there is a header at the top of our website (https://www.geonet.org.nz/data/tools/FITS) that explains that FITS MP1 and MP2 production and time series population were interrupted when we migrated to the new GNSS data reception system. We have been developing the production of QC values within the new system, and we hope to restart this service soon.
