Code changes for PostgreSQL/PostGIS upgrade

• Change deprecated PostGIS function ST_Shift_Longitude that is no longer available in PostGIS-3 (new function works with PostGIS-2.2 and above)
• Update Database docker to PostgreSQL-12/PostGIS-3.0 (for test only, production database is installed using AWS RDS)
• Add routing tests against real database in fits-api
• Depends on changes in kit.

Dapper only uses ST_X, ST_Y, and ST_MakePoint so should be fine with postgis 3
