Downgrading to Geoserver 2.23.1 #33

Given https://github.com/GeoNode/geonode/issues/11763 we must downgrade Geoserver to 2.23.1 until the problem has not been identified.

We have a fix for GS 2.23.3 so we will only update the image to geonode/geoserver:2.23.3-v2
