Apparently, the MONITORING_ENABLED variable is still set to True in many env files.
Some instances setup for the clients end up with the Monitoring menu item visible and ask about it, since it's borken.
Let's completely disable it everywhere and, at a certain point, we should also remove its code from GeoNode.
