Staff user has no more rights than a standard user #12551

Expected Behavior

Staff user can access to the admin panel as described in documentation => https://docs.geonode.org/en/master/admin/admin_panel/index.html

Actual Behavior

Staff users can't access to the admin panel and if manually enter url : 

You don´t have permission to edit anything.

Steps to Reproduce the Problem

  1. Create a user with staff permissions
  2. Log in with this new staff user
  3. Try going to django admin panel
