Python 3.8 wheels #7

Python 3.8 was released on Oct. 14, 2019.

It is supported by TravisCI and Appveyor.

It it also already implemented in cibuildwheel, but not released yet. See: https://github.com/joerick/cibuildwheel/issues/170.

I think we should wait for cibuildwheel v0.13 and then add py3.8 to the travisCI workflow.
