Updated Deps and Fix CI Issues #148

Implements the following:

Download MapSpam data from s3 bucket instead of directly hitting harvestchoice.org
Fixed eslint issues
Changed included in previous PR
Comments out test that was failing because of unhandled promise rejection in georaster

@sdpeyton . I'm going to merge this because I'm going to start working on some other issues and don't want merge conflicts. Please test and deploy new version of geoblaze when you have a chance.
