Internationalization #174

I think most textual content is in the dialog file, so it would be good to prepare for i18n by abstracting the English text into an external file. There is a presumably a standard method for this in Python/Qt projects.

Does anyone know a good ressource or a plugin that is already internationalized?

The export to OpenLayers plugin has started with a few languages.
