Layer stacking order #241

I don't think layers are always stacking in the right order. My suspicion is that JSON layers are fine, but WFSes are not stacking correctly. Can anyone precisely confirm?

I think that this description is accurate (stacking order is incorrect in WFS layers only), and that this is a regression, possibly introduced with #198. Not certain yet, and will try to test further.

Hopefully #255 has now fixed this
