Fix the warning message in R Mac's cran test #285

This PR: i) uses the lp_rlp.h from the branch cran and replace it after building the cran package, ii) deletes the re-initialization of double eta in sample_points.cpp iii) updates the Ubuntu 18.04 to Ubuntu 20.04 in R cran tests
