Sample app that creates some instances of IfcFacility and IfcFacilityPart + relationships.

This sample is part of the BuildingSMART InfraDeployment work. Also refer to: bSI Sample File Repository on GitHub

Hi Sebastian, Thanks for the pull request, great to have you contribute to this. I just pushed a nuget package with latest code, if you could reference this in the project, I'll then accept the pull request.
