Add Docker monitor dashboard #18

We need to monitor running Docker containers, their status and in particular logs. Like when adding/changing a configuration need to inspect error logs.

Main candidate is Portainer: https://www.portainer.io/ used in PDOK (?). But there may be alternatives.
