Does JSON-FG treat time datatypes differently than GeoJSON, plain JSON?

It is not about datatypes. GeoJSON has the "geometry" member for the 'primary' geometry of the feature. JSON-FG adds the "time" member for the primary temporal information. This is not a concept that exists in the other targets.
