This PR fixes scales in infobar, eg. for themes like main theme, scale 1:200, 1:400 are not available. Themes like OFFICIAL SURVEYORS (must be connected) on the contrary, display these two options.

This also sets the max zoom for the object ol/map/view according to theme metada resolutions values.
