Added new char format 'a' #63

which indicates a 32-element array of int16_t (2-byte) values. This char format is found in the ISBD message, defined in LogStructure.h

I was NOT able to debug this, as I haven't got a log with non-empty data for the ISBD field to verify that my translation is correct. :(
