Migrate Trac from SourceForge hosted app to SourceForge project web #55

SourceForge is doing away with their hosted app instances, including Trac.  You 
will be able to use Trac through their "project web" system, however.  We will 
need to set this up, migrate existing data, and update links (on web sites and 
in the VM).
