Update ModSecurity and CRS to Git #80

ModSecurity and the Core Rule Set are now in Git.  The new locations have been 
added to the VM and should be updated by owaspbwa-update-all.sh, but the new 
data is not yet configured in Apache.

Configured in Apache.  Had to update ModSecurity as well.  Blocking is not 
working, however.

Blocking is working in 1.2rc1
