Add OWASP RailsGoat Application #81

RailsGoat application has been installed in the VM and appears to be working on 
port :3000.  Use of mod_proxy_html to allow for the application to be accessed 
at http://owaspbwa/railsgoat/ has partially worked, but many resources still do 
not load properly.

Additional mod_proxy rules were added and application appears to be working 
now.  URLs are not until the /railsgoat/ directory where I would like them to 
be, however.

Need to determine why RailsGoat is not starting properly in rc.local.  I think 
that it may be a path issue.

Reconfigured railsgoat to run through apache.  Now appears to be fully working. 
 Did need to create a symlink since it was referencing some images in /assets/.
