Partially addresses #1167

add dea docs links to new DEA Knowledge Hub
partially make the process from going from dev to stable and publishing to dea docs clearer - this may need more work
update references to DEA Knowledge Hub from DEA User Guide

Hi @BexDunn , this is really good. The only thing I'd add is that this dea-notebooks repo publishes to two places: 1) the DEA sandbox, 2) the DEA Knowledge Hub. In some of your lines of changes, you may want to also refer to the DEA Sandbox and also add a link to the sandbox -- https://app.sandbox.dea.ga.gov.au/
