Fix lambda function issues

Fixes in this pull request

• Add shapely to requirements.txt
• In s3_monthly_update/handler.py, fix CSV_FILE file access issue when lambda function was attempting to write to a temp file
• In serverless.yml file, fix typo and cron job schedule
