upgrade dependencies and revolve issues #246

Note: #244 was introduced by pr #239. We should have pinned lower jupyterlab rather than jupyterlab_widgets. It's resolved by new release on jupyterlab, hence removed the pin.

Hey @emmaai @omad, I was going to look at this first thing today - can I confirm: is the plan to implement this on the prod Sandbox today (not just dev)? That sounds great if so, but there are some changes we have this make on the DEA Notebooks side to fix some issues with new package versions here too.

If you let me know ASAP I can prioritise those fixes today before the Sandbox goes off line.

Hi Robbi, yes, we're upgrading the version of JupyterHub in prod today and would like to use this image in prod.

Dependent on some testing this morning.

@omad OK! I will try and rush out a DEA Notebooks PR this morning and possibly tag someone from SnS for review if I can't get someone else to look at it before 1pm.

Is there any issue with me using the Sandbox for this before the shut down officially starts at 1pm?
