Add aws-vault related scripts into NCI module #290

There are a few aws-vault related scripts which have been added by hand to the dea module on the NCI. These need to be added into the module generation code here.

I’d suggest adding a scripts/ dir there, and they’ll need to be recorded in the copy_files section of the modulespec.yaml with executable permission set.
