Parallel simulation running fatalities fails to combine output data file #111

Problem occurs for the ENB_locations.txt file 
Please refer to 
/short/w84/sandpits/vmiller/eqrm_oq_compare/simulations/PNG/sim8/output
and
/short/w84/sandpits/vmiller/eqrm_oq_compare/simulations/PNG/sim7/output

on the NCI.

In EQRM, when doing a parallel simulation running fatalities the location files 
aren't being handled properly.  Haven't worked out what is wrong.  Might be 
writing the locations file twice.

Fixed.  This bug was partly caused by analysis not having unit tests.
