cutoff_pga should check that the first period is 0.0 #120

In analysis.cutoff_pga the first period is assumed to be zero.  If cutoff_pga 
is being used the first period should be checked.  If it isn't zero EQRM should 
halt.  This should be checked in the parse stage.
