Damage extent for HAZUS building type #131

There is a file defining damage state thresholds of non-structural components 
for HAZUS building types, which is damage_extent_hazus.csv.

Residential_drift_threshold and non_residental_drift_threshold values are used 
to define drift-sensitive, but HAZUS does not differentiate residentail vs. 
nont-residentail so their values should be the same: 

0.004, 0.008, 0.025, 0.050
instead of the current values.

Also "extreme" damage state should be corrected with "extensive" if EQRM adopts 
HAZUS terminology.
