assert error in Sadigh_97_distribution

I was doing a run of the national map using Sadigh_97 and Atkinson and Boore 97 
and it crashed right at the end – one of the 26 nodes output its data.

The script
/nas/gemd/ehp/georisk_earthquake/EQRM/sandpits/mleonard/EQRM/national/setdata_Pr
obHaz_nat.py
Reads inputs (sithaz_par_site.csv,  sithaz_event_control_use_rms.xml , 
sithaz_zone_source_region_rms.xml ) from
/nas/gemd/ehp/georisk_earthquake/EQRM/national/Version_13/input
And write output to.
/nas/gemd/ehp/georisk_earthquake/EQRM/national/Version_13/output/RMS/DWN/log-0.t

sithaz_par_site.csv contains only 1 site and it is loading a synthetic 
catalogue so it runs quite quickly.

Mark will create a single event simulation. Wait for that to show the bug 
before trying to find the issue in this simulation.
