Allen 2012 is producing very high ground motions #29

What steps will reproduce the problem?
1. Run the script in 
/nas/gemd/ehp/georisk_earthquake/EQRM/sandpits/dburbidg/python_eqrm/EQRM/trunk/c
ase_studies/national/validation/peer1
Make sure the ground motion model chosen is Allen_2012.

What is the expected output? What do you see instead?

The result file has a ground motion of 2g at all output points (output file 
attached) instead of a range of values with different (and much smaller) ground 
motions. The results sound actually be similar to one using another ground 
motion model (like Sadigh) for this problem. Please talk to Trevor Allen for 
the exact ground motions this problem should be producing.

What version of the product are you using? On what operating system?
1887 on rhe-compute1

Please provide any additional information below.

I've also tried running a PSHA with the Allen 2012 model and the results were 
all also way too high. This is consistent with the Allen model producing very 
high ground motions for probabilistic maps as well. I suspect that the ground 
motions produced by Allen 2012 may still be in cm/sec^2 instead of g?

Revision 997 implements the following:
- Convert SA values from cm/s^2 to g
- Updated coefficients from Trevor Allen
- Updated unit tests with new data from Trevor Allen

With unit tests passing:
- Updated implementation test standard to current values

I did a quick test and it doesn't appear to be obviously high again.
