distribution.py does not work with google code

Revision 1163 adds the following:
- Enables unix support
- Disables the IP audit (until the license files can be sorted out)
- Disables compiling latex the parameter list as the directory is not yet moved 
into the distribution.

Passing to Duncan for further work.
