MMI calculations have a period dimension, when only the 1 sec period should be used. #57

If for example a period of 2.0 is added to the atten_periods then the loss 
changes.  This should not happen if 1.0 sec was the only period used.

I've added a new vulnerability scenario test vuln04.  This is currently 
failing, due to this issue.

A requirement aspect of this is how is the 1.0 second value generated?
a) It is interpolated
b) It has to be the only period in atten_periods
c) it has to be one of the periods in atten_periods

Let's go for c.
