Let user give v30 values #61

After looking at the code it seems that inputted vs30 values get overwritten 
with vs30 values calculated based on site class.

1.  Test if this is so.

2. Modify so user defined vs30 values are used.

Looked at the code more.  The inputted Vs30 values are not overwritten.
